Thomas J. Billeter is a Professional Engineer providing expert witness services in civil engineering, land development, and construction related disputes throughout California and the western United States. He holds a Bachelor of Science in Civil Engineering from California State University, Sacramento, and carries Professional Engineer licenses in California, Nevada, Oregon, Utah, and Washington. He is also a Qualified SWPPP Developer (Q.S.D.), Qualified SWPPP Practitioner (Q.S.P.), Qualified Industrial SWPPP Developer (Q.I.S.D.), and Qualified Industrial SWPPP Practitioner (Q.I.S.P.), further demonstrating his expertise in stormwater compliance and environmental regulations.


Thomas provides decades of extensive experience in roadway design, grading and drainage, utility infrastructure, site planning, construction consulting, water systems, stormwater management, and wastewater disposal. He is trusted by attorneys, insurance professionals, developers, contractors, and property owners to provide objective engineering opinions in complex construction and land development disputes.


Throughout his career, Thomas has designed and managed a wide variety of residential, commercial, agricultural, and winery development projects. Having worked through every stage of a project's life cycle, from planning and permitting to construction and closeout, he understands both the engineering principles behind successful development and the practical realities faced in the field.


When engineering failures or construction disputes arise, Thomas conducts a thorough, evidence based evaluation to determine what occurred, why it occurred, and whether the engineering, construction, or maintenance met the applicable standard of care. His investigations often involve grading and drainage failures, utility conflicts, roadway defects, stormwater management issues, construction deviations, and other site development challenges. By reviewing engineering plans, permits, construction documents, inspection reports, surveys, photographs, and applicable regulations, he develops objective opinions grounded in accepted engineering principles and practical experience.


His expert witness and lawsuit experience ranges from numerous small claims matters to large scale litigation, including providing opinions to attorneys representing fire victims in Los Angeles, California.
