Under Construction! New VA Outpatient Clinic in Santa Rosa

BC Engineering Group is honored to be the project civil engineer and landscape architect

A new Department of Veterans Affairs Community Based Outpatient Clinic (CBOC) is currently under construction in southwest Santa Rosa. BC Engineering Group is proud to have partnered with the developer Santa Rosa VA LLC on this significant project for our community. We are also honored to have been selected as the project civil engineer and landscape architect through a competitive Request for Proposals process with Ryan Companies, the General Contractor.


The VA applies specific and unique criteria to the selection of new project sites to ensure that all new facilities offer the greatest benefit and ease of access for local veterans. The potential area for the new facility, as identified in the original RFP, ranged from Rohnert Park in the south to Healdsburg in the north. Fortunately, two available parcels comprising 8 total acres in Santa Rosa’s Corporate Center business park met the VA’s criteria. Upon notification of consultant team selection and contract award, rigorous planning and collaboration began for the new 58,000+ square foot medical facility in early 2019.


Our scope of consulting services included preparation of preliminary plans for planning approval, and preparation of improvement plans (construction documents) for construction permitting. Our improvement plans included a demolition plan, site and amenities layout, grading, stormwater control, utilities design, construction detailing, planting plan, and irrigation plan.


The City of Santa Rosa recognized the importance and value of the project to the community and, in support, allowed the developer to submit for Design Review and Improvement Plan review concurrently. This good will allowed for an expedited entitlement and permitting process, saving months of time compared to a typical development application process. Our staff worked closely with City staff, the developer, and the consultant team to maintain a clear direction and ensure all project milestones were met on a very aggressive schedule.

BC Engineering Group staff has been deeply involved at each step of the way and continues to be an important resource for consultant team members which are headquartered outside of California. Our firm is currently providing civil engineering and landscape architecture construction support services to the Ryan Companies, and Qualified SWPPP Practitioner (QSP) services as well. The QSP services are a requirement of the City of Santa Rosa, as well as the State’s Water Resources Control Board. This project complies with the state’s Construction General Permit which requires best management practices (BMPs) for reducing storm water pollution in projects that disturb more than one acre for development. BC Engineering Group is currently providing site monitoring and observations of the erosion and sediment control BMPs, and storm water testing during storm events in accordance with the requirements of the General Permit.


Our team is proud of the work we’ve contributed to this noteworthy project, and the transformation of the site has been remarkable. Once sitting idle for decades as an open field, the project site will soon be complete with a state-of-the-art medical clinic, meandering perimeter and internal pathways, a healing garden, onsite storm water management, and extensive landscaping featuring low water-use native plants. We are excited about opening day on the near horizon, and most importantly the impact this facility will have on our veteran family members and neighbors.
